This strategic and operational approach supports the advocacy in favor of the Congo Basin as the second ecological lung of the planet, and the recognition of the double African and planetary stake linked to its preservation. It is anchored in the sectoral programme 22 of the Congo Basin Blue Fund related to "communication, awareness and education". By activating the springs of the green and blue economy, the programmatic and financial instrument of the Congo Basin Climate CommissionBy activating the springs of the green and blue economy, the programmatic and financial instrument of the Congo Basin Authority, launched on December 2, 2020 to provide the 16 member countries with tangible means to ensure the sustainable development of the basin, will promote regional integration and support projects aimed at increasing the well-being of the populations. It hopes to provide US$10.5 billion over the next ten years. A seventeenth African country, Morocco, has provided essential technical and financial support since the project was launched.

As for the Brazzaville Foundation, technical partner of the CBCC and initiator of the Blue Fund during the COP22 in Marrakech in 2016, its mission proceeds from the appointment, by the heads of states of the CBCC, of Jean-Yves Ollivier, Founding Chairman, as goodwill ambassador of the Fund.
