The Libyan conflict began in 2011, following the popular protest movement that led to the fall of Colonel Gaddafi. Two civil wars followed, in 2011 and 2014. Despite the efforts of the United Nations, the situation has become all the more complex as internal divisions have been exacerbated by the involvement of numerous external players, both from the Arab world and the West.

The Foundation's role

From May 11 to 13, 2018 in Dakar, the Foundation brought together, through its Founding Chairman, opponents from all political backgrounds to begin an intra-Libyan dialogue. It was an informal meeting, based on the "Ollivier Method", intended to create a climate of trust: work, lunch, even pray together. The preparatory work had required many months of parallel diplomatic efforts.

Senegalese President Macky Sall and Moustapha Niasse, President of the Senegalese National Assembly and former UN Special Representative, acted as facilitators. The success of this meeting: to have overcome a major psychological barrier by gaining acceptance for the idea of reconciliation.

It's a dialogue to enable parties in conflict to meet under the same roof, exchange views, identify major contradictions, and see how to overcome these contradictions to look to the future. This was an important step, because brothers who had previously communicated only through arms will now be able to talk to each other.
