The Brazzaville Foundation agrees to postpone the holding of "Dakar 2"
The Brazzaville Foundation reaffirms its commitment to organize the next stage of the inter-Libyan dialogue that was initiated in May 2018 in Dakar. However, after consultations with the African Union and Libyan officials, the Brazzaville Foundation agreed to postpone the holding of the "Dakar 2" meeting to the end of the year or early next year, due to the resurgence of violence that makes it difficult toorganisation travel for potential participants.
This will also avoid any interference with the international community's initiatives to promote peace in Libya. The Foundation will take advantage of this delay to ensure broad representation of civil society, and to guarantee greater participation by Libyan forces and militias.
In May 2018, with the support of the President of Senegal, the Brazzaville Foundation organised a first inter-Libyan dialogue in Dakar. This meeting brought together Libyan personalities from various backgrounds, some of whom have long-standing differences and many of whom were meeting for the first time. They were able to discuss together without intermediaries or any outside interference.
The dialogue underway is intended to break down the wall of mistrust that currently divides the Libyan population, and create new synergies to initiate a process of rapprochement and reconciliation - an essential step for the success of any negotiations towards an eventual political agreement. In this respect, and as described in recent recent publicationsthis initiative complements and supports the efforts of the UN, the African Union and other international initiatives aimed at restoring peace and stability in Libya. The aim of "Dakar 2" is thus to deepen the dialogue initiated with a stronger mobilisation.
